North Green-waterway Perspective
DUSSELDORF MINISTRY OF FINANCE
In the North-Rhine-Westphalia, a new construction project at Haroldstrasse 5 in the city of Dusseldorf, Germany is to accommodate the Ministry of Finance of the State of North-Rhine-Westphalia and other state users. Located in the middle of the government district, a new development of the site is to be optimally utilized for the purposes of the state government. The tower project will make an important contribution to the concentration of ministry space in this part of the city in one state owned building.

The program of the proposal are the offices and shared work spaces of three financial ministries. The shared spaces are a conference center, dining and cafeteria, library, employee services and training, and security.

The patterned facade wraps the tower to complete the building as one institution. At the points it peels open, it reveals the interior spaces that align in plan with public program. The linear reveals are the open floor offices, which break up the three ministries, and below is the conference center. The skin creates a depth in the facade, and porous attitude. As the pattern climbs vertically to the sky , the punctures lengthen to reveal more of the view.


The three financial ministries have ample square footage that is secure from daily activity and also conduct their business separately. By massing the building vertically, sections are created that rise above the public and diverse program. The shifting of spaces and program massing translates in the full cross section of the tower. The shared spaces of the tower are interactive with the multi-level voids and sequences. Resulting in a push and pull of the building. The entry sequence of any occupant will flow from the ground level upon the landscape pedestal. There is atrium space that evokes the importance of the activity in the tower with a welcoming and secure nature.
